Carter visited in August  of 2024 and was given full access “to every corridor” of the prison personally by President Nayib Bukele as well as the prison director. Under terrorism laws in El Salvador, Bukele “was able to clean up his nation and remove these nefarious horrible people off the streets that were holding his citizens prisoner.”

Bukele’s success has lent itself to cooperation with President Donald Trump and the United States. “We cannot solve this problem in the western hemisphere without this type of cooperation which is the reason why you saw President Trump extend such a grateful thank you to President Bukele over the weekend when they used the act to deport these terrorists out of our country and hold them in this facility” explained Carter.

This facility is “like nothing I’ve ever seen in my life” , said Carter. This is highly organized, these people are detained, and officials confirmed to Carter that everybody that was on the deportation plane from the U.S. belonged to one of two violent gangs: Tren de Aragua or MS-13. “The most dangerous gang members who were allowed in our country under President Biden” which is why the cooperation now is about protecting the American people, our national security and the western hemisphere.

These are the “worst of the worst” said Carter, who spoke to officials in El Salvador who confirmed they are willing and ready to work with the United States government and Trump. “We have an administration sending a message across the globe: ‘do not come to the United States. You will be deported, you will be put in maximum security” and we are now working with our partners, and the greatest partner right now is Nayib Bukele and that is “very significant” concluded Carter.
