White House acting Chief of Staff Mick Mulvaney said on Fox News Sunday, if President Trump can’t get the funding for the border wall he needs through Congress, he can use “reprogramming” to legally allocate the funding.
“There is money he can get at and is legally allowed to spend,” Mulvaney said. “I think it needs to be said again and again: This is going to be legal; there are statutes on the book as to how any president can do this.”
“There are certain funds he can access without declaring national emergency, and other fund that he can get to only after declaring national emergency,” finished Mulvaney.
Moreover, it’s a solution that many supporters of the border wall have advocated in the past and one that Trump should be able to accomplish. Further, it could also be a resolution to halt any impending government shutdown by Friday if bipartisan negotiations falter or stay at an impasse.
